BIRD GEI developed the first Balanced Scorecard for language assessment. The BSC-l is the catalyst of the project because it reflects the strategy in training & development describing it in a set of objectives, indicators and targets as well as defining the proposition of value for the organization. The BSC-l is a powerful tool for alignment, communication and management strategy. However, these benefits are only possible when you have a management model that perfectly reflects the strategy of the organization, that is, selected indicators for the aligned strategic objectives and targets to ensure the achievement of the vision through its implementation .
An incentives policy linked to the strategy enables its implementation and allows the sponsor to adopt best practices and promote the exchange of information so that the stakeholders themselves can transform knowledge into learning, and learning into qualitative decisions.
This requires that the traditional management models be adapted and take into consideration the strategic performance, ie, consider training & development in languages an investment that yields a return, and not just a benefit.
